Check the chart below to learn about energy assistance programs to help pay your bills. In addition to the resources below, we encourage you to visit your county’s information hub –Monmouth County, Ocean County or Morris County. NJNG also is providing customers with flexible payment options. The energy assistance programs below are implemented through state-designated Community Action Partnership (CAP) agencies. Comfort Partners |
Comfort Partners is a free home energy improvement and education program for qualified low-income households. In partnership with NJNG, certified contractors will install free energy-saving measures in your home to help lower energy bills. |
Comfort Partners is available to any N.J. household with significant energy use, with household income at or below specific limits. Click here for more information, eligibility requirements and to apply. |
Low Income Home Energy Assistance Program (LIHEAP) |
LIHEAP delivers short-term aid to help eligible low-income households pay energy bills.

The applicant household must be responsible for home heating or cooling costs, either directly or included in the rent. Household income must fall at or below specific limits. |
Emergency LIHEAP |
Available March 15 to June 30; eligible households can receive up to $700. |

Universal Service Fund (USF) |
USF helps make energy bills more affordable for eligible low-income households, with monthly credits directly to your NJNG bill. |
Household income must fall at or below specific limits. The household must spend more than 3% of total income for electric service or more than 3% of total income for natural gas service. If you heat your home with electricity, you must spend more than 6% of your household income on electric service. |
Payment Assistance for Gas and Electric (PAGE) |
One-time grant toward both natural gas and electricity bills within a 12-month period. PAGE helps low- to moderate-income households pay their energy bills. |

Helpful Notification Services (Third-party notification) |
This program allows you to designate a third party (friend, relative or social service agency) to receive a duplicate copy of any discontinuance notice for nonpayment of your bill. This third party is under no obligation to pay. |
